A second powerful wind storm, called a “bomb cyclone,” will hit the Pacific Northwest by this evening, even as hundreds of thousands of people remain without power from the torrential rain and snow still falling from the first one.

Storm Bert is battering Devon and Cornwall with flood warnings in place, fallen trees across the region and many properties without power. The Environment Agency has issued 13 flood warnings and 33 flood alerts for Devon,
